Brian Clough built a fantastic Nottingham Forest team on a shoestring budget , why cannot anybody do that now?

His brilliant team was built on the basis of ordinary players that did a specific job for the team ,not a bunch of molly coddled over paid individual pansies like of today? He also did it with Derby County.....He was the best manager England never had.
