Do violent players like Artest need to face criminal charges to reign them in?

That was a big hit but it doesn't deserve criminal charges the league will suspend him and fine him if hit. I wouldn't even say in the pistons pacers brawl he needs to disciplined but not arrested or anything. Im pretty sure most people would be arrested by now if that was to be so.
